오늘 2011년 11월 30일은 전 세계 주요도시에서 버마(미얀마) 슈에(Shwe)가스개발 반대 국제공동행동의 날(Global Action day against SHWE GAS PROJECT)이 개최됐습니다. 

한국에서도 버마 슈에가스개발 프로젝트의 최대 지분을 보유하고 사업을 주도하고 있는 대우인터내셔널 본사 앞에서 오전 11시 30분에 좋은기업센터, 공감, 국제민주연대, APIL, 인권연대, 민주노총 등 국내 시민단체들과 한국내 버마(미얀마) 민주화 운동단체인 버마 NLD한국지부가 함께 기자회견을 열었습니다.

오늘 기자회견에서는 국제민주연대의 최미경 사무국장의 '버마 가스개발 사업에 대한 소개', 좋은기업센터 유정 팀장의 '대우인터내셔널과 포스코의 사회적 책임(CSR)', 내툰나잉 버마 NLD한국지부장의 '버마 민주주의와 기업투자' 등 발언에 이어 공익변호사그룹 공감소속 박영아 변호사가 '기자회견문 낭독'을 끝으로 기자회견이 마무리 되었습니다.

대우인터내셔널을 비롯한 한국기업의 무분별한 버마가스개발에 반대한다!

슈에가스 반대 국제공동행동의 날을 맞이하여

오늘 2011년 11월 30일에 전 세계 곳곳에서 대우인터내셔널을 비롯한 한국기업이 참여하고 있는 버마 슈에(SHWE)가스개발사업에 대한 반대운동이 개최된다. 대우인터내셔널과 한국가스공사는 버마의 아라칸 주(Arakan State) 앞바다에서 가스를 채취하여 파이프라인을 통해 중국으로 수출하는 이 사업을 지난 2000년도부터 추진해왔다. 

그동안 한국을 비롯한 국제사회는 세계 최악의 인권침해 국가의 하나인 버마에서 벌이는 대규모 자원개발 프로젝트가 지역주민들에게 심각한 위협이 될 수 있다는 점을 지적해왔다. 그리고 이에 대한 대책이 마련되지 않는다면 사업을 재고할 것을 강력히 요구해왔다. 아울러 한국정부에도 국제사회의 책임있는 일원으로서 한국의 공기업이 참여하고 있는 프로젝트가 인권침해에 연루되지 않도록 각별한 주의를 기울여줄 것을 요구하였다.

그러나 본격적인 파이프라인 공사가 시작되어서 대규모 인권침해가 발생할 것이 사실상 명확해진 2011년 현재까지, 대우인터내셔널과 한국가스공사는 물론이고 한국정부는 이에 대한 아무런 대책도 내놓지 못하고 있다. 고작 내놓고 있는 대책은 버마에 병원이나 학교를 설립하겠다는 것이며 그마저도 최근 대우인터내셔널이 후원한 병원건설공사에 투입된 노동자들에 대한 강제노동 의혹이 제기되고 있다. 

한국의 기업들이 수익을 위해 뽑아 올린 가스가 파이프라인을 통해 중국으로 전달되기까지 얼마나 많은 버마 주민들이 고통을 받게 될지 상상조차 할 수 없다. 벌써부터 대우가 해상에서 시추한 가스를 육상에 저장하는 가스터미널 공사에 참여했던 노동자들이 임금체불에 항의했단 이유로 해고당했다는 증언이 나오고 있으며 토지를 몰수당한 주민들이 제대로 보상을 받지 못했다는 증언도 나오고 있다. 정말 시간이 얼마 남지 않은 것이다.

한국정부는 오늘 부산에서 열리는 세계개발원조총회의 유치를 개최하면서 적극 이를 홍보하고 있다. 그러나 정작 ODA사업의 하나로 대우인터내셔널이 필리핀 남부철도를 건설하면서하면서 많은 주민들이 강제이주로 인한 고통을 받았단 사실은 외면해 왔다. 그리고 지금, 대우인터내셔널과 한국가스공사가 버마에서 대규모 인권침해에 연루될 위기에 처해있는 상황에서 ‘다함께 잘사는 세계’란 모토로 개발원조총회를 개최한다고 자랑하는 것은 민망한 일이 아닐 수 없다.

대규모 개발과정에서 주민들이 피해를 입지 않도록 배려하고 이에 대한 대책을 세우는 것은 이제는 국제사회에서 상식이 되고 있다. 한국기업들과 정부가 이를 무시하고 슈에가스개발사업을 강행한다면 기업들에게도 그리고 그토록 강조하는 ‘국익에도 도움이 되지 않을 것이다. 

우리는 다음과 같이 요구한다.

하나, 대우인터내셔널과 한국가스공사는 제기되고 있는 인권침해 의혹에 대해 해명하고 피해자들에게 보상하라!

하나, 대우인터내셔널과 한국가스공사 및 한국정부는 파이프라인 공사에 따른 인권침해 우려에 대해 대책을 마련하고 사업을 전면 재검토하라!

하나, 대우인터내셔널을 소유한 포스코 역시 사업에 대하여 전면 재검토하라!

하나, 한국정부는 무분별한 자원개발사업에 대한 제도적 규제안을 마련하라!

하나, 버마 정부는 주민들에 대한 강제노동과 강제이주를 비롯한 주민들에 대한 인권침해를 즉각 중단하라!

We are against the imprudent Burma Gas Development by Korean companies!

Today, on 30 Nov. 2011, international movements against SHWE Gas Developing Project which is done by Korean companies including Daewoo International will be held all around the world. Daewoo International and Korean Gas Corporation have pursued this project which is collecting gas from the front sea of Burma, Arakan State and exporting to China through pipelines since last 2000.  

All the while, international societies and Korean civil movements have indicated that embarking on this kind of huge resource developing project in Burma which is one of the worst countries of abusing human rights in the world can be serious threats to local people. Therefore, reconsideration of this project has been firmly demanded, without preparing measures on this. Furthermore, it has been asked to Korean Government that as a responsible member of International Society she should pay particular attentions on this project, in which Korean public company is participated, to prevent from any kinds of human rights abuses.

But until now in 2011, pipe line construction has been started to set in and large scale of human right abuses will be obviously occurred though not only Daewoo International or Korean Gas Corporation but Korean Government have not yet come up with any kinds of measures regard this.  All that they could think of was to build hospital or school but even regarding the construction project of building hospital supported by Daewoo International has been put doubt on forced labors.

We cannot even imagine how much Burmese people will have to suffer until the gas is drawn for interests of Korean Corporations anddelivered to China through pipe lines.Already there are testimonies of workers who had participated gas terminal construction which stores gas on land drawn by Daewoo from the sea, have been dismissed as they complained to payment overdue. And local people who have expropriated of their land testified that they didn’t get proper compensation. There’s really no time remained.

Korean Government has aggressively promoting to attract 4th High Level Forum on Aid Effectiveness which is being held in Busan today. But she has neglected lots of local people who had suffered for forced deportation while Daewoo International constructed a southern railroad in Philippine for one of ODA projects. And now, in the circumstance of crisis that Daewoo International and Korean Gas Corporation can get involved in human rights abuses in Burma, it could be nothing but ashamed toboast of holding general meeting of International Development Assistance under the motto of “the world living well altogether”.

It has been a common sense to consider local peoplenot to be affected and set up measuresin the process of large scale of developments. If Korean Corporations and Korean Government enforce SHWE gas project without respecting to this, it cannot be help either to companies nor ‘national interest’ which she strongly emphasizes.

We demand as below:

Daewoo International and Korean Gas Corporation should investigate all speculations of human right abuses which have been already raised and compensate to the victims. Also you should take measures to prevent recurrences!

If Daewoo International and Korean Gas Corporation are not confident in avoiding human right abuses according to the Pipe line Project, you should reexamine the Project completely!

Also Posco which owns Daewoo International should investigate the concerns of human rights abuses and prepare measures!

Korean Government should prepare institutional regulations concerning imprudent resource developing projects!

Burma Government should stop immediately itshuman rights abuses including forced labor and deportation of local people!
